摘 要

席卷全球的金融和经济危机 起源于次贷危机 错在于次贷产品再一次证明了 “信用”对社会生活和经济活动的重要性。 社会信用体系是一种有效的社会机制 以法律和道德为基础 以信用制度为核心 通过对失信行为的记录、 披露、传播和预警等功能 褒扬诚实守信 惩戒失信行为 加大失信成本维护和促进社会生活和经济活动的健康发展。建立社会信用体系机制的基础是建立同时为社会生活、市场经济和政府监管服务的 “征信体系”。

本论文以最关键、 最活跃和最具影响力的企业信用征信体系为例详细阐述了 “企业信用信息基础数据库”和“信用网”项目建设的需求、软件设计思路以及关键技术的实现。 由于企业信用信息系统建设参差不齐 且缺乏统一的技术标准 因此信息的归集、整合和披露是其难点。在关键技术实现过程中通过采用数据库链接DB Link 、UTL_FILE高级包和作业JOB技术实现了电子政务外网数据及人工传送数据的归集、 消除了信息孤岛 采用统一信息编码和时间戳技术实现了数据整合 采用索引、分区表和物化视图等技术实现了数据共享 为各应用主体提供了安全、稳定、可靠的信用信息服务。

企业信用信息基础数据库和信用网网站已经开通。基础数据库归集了包括工商行政管理局、质量技术监督局、地方税务局、 国家税务局、卫生厅、 民政厅、 海关、银监局、证监局和保监局等在内的数十个政府职能部门信息 涵盖近三百万的企业和个体工商户信用信息 已提供信用信息查询五十万余人次 取得了较好的应用效果。

Abstract

The global financial and economic crisis, which is originated inthesub-prime mortgage crisis and due to the sub-prime products, onceagainshows the importance of "credit" on social life and economic activities.With law and ethics as its basis, credit infrastructure as its core, socialcredit system is an effective social mechanism; by means of recording,disclosing, distributing, and earlywarningthe dishonestbehavior, itpraiseshonesty and trustworthiness, punishes dishonest behavior, increases cost ofdishonesty, and maintains and promotes the healthy development of societyand economics. The foundation of establishing a social credit system is tobuild up the "credit investigation mechanisms",which serve for social life,market economy and government regulators at the same time.

In this paper, using the most critical, active and influential enterprisecredit investigation mechanisms as example, we elaborates in detail therequirements, software design ideas and implementation of keytechnologies of the "Enterprise Credit Information Database" and "theCreditWeb" project.The main difficulty of the project lies in the collection,integrationand disclosure of information, due to the uneven development ofenterprise credit information systems and the lack of united technicalstandards. In the implementation of key technologies, by using databaselink (DB Link), UTL_FILE advanced package and JOB technique, wemanaged to collect online e-government information and manuallytransmitted information, and eliminate information silos; byusing aunifiedinformation coding and timestamp technique,we achieved data integration;by using indexes, partition tables and materialized views,we carried outdata sharing features, and provided for all user agents a safe, stable andreliable credit information service.

Enterprise credit informationdatabase andthe CreditWeb isnowopen.The basic database collected information from dozens of government dutyoffices including the Administration Bureau for Industry and Commerce,the Bureau of Quality and Technical Supervision, the LocalTaxationBureau,the State Taxation Bureau, the Health Department, the Civic Department,

Customs, the Banking Regulatory Bureau, the Securities Regulatory Bureauand the Insurance Regulatory Bureau, covered the credit information ofnearly three million companies and individual businesses; it has providedcredit information inquiries for more than five hundred thousand times, andhas made a sound practical effects.
