IntroductionErasmusforYoungEntrepreneursisaprojectinitiatedbytheEU.
Itaimsathelpingnewentrepreneurstoacquirerelevantskillsformanagingasmallormedium-sizedenterprisebyspendingtimeinanenterpriseinanotherEUcountry.
Itcontributestoimprovingtheirknow-howandfosterscross-bordertransfersofknowledgeandexperiencebetweenentrepreneurs.
ErasmusforYoungEntrepreneurscomesundertheSmallBusinessActforEuropewhichconsidersthisprojectakeycontribution"tocreateanenvironmentwithinwhichentrepreneursandfamilybusinessescanthriveandentrepreneurshipisrewarded".
1ThisGuideisaddressedtoeveryoneinterestedinparticipatingintheprogramme,inparticular:newentrepreneurswhomightwanttogoabroadtolearnfromexperiencedentrepreneurs;experiencedentrepreneurswhomightwanttohostnewentrepreneurs;providersofbusiness-relatedserviceswhosupportentrepreneursandthedevelopmentofentrepreneurship.
TheGuideprovidesinformationabout:theobjectivesoftheprogramme(Chapter2);thestructureandbasicfeaturesoftheprogramme(Chapter3);andtheimplementationoftheprogramme–eligibility,theapplicationprocedureandhowtoparticipate(Chapter4).

ObjectivesThegeneralobjectiveofErasmusforYoungEntrepreneursistofacilitateexchangesofexperience,learningandnetworkingfornewEUentrepreneursbymeansofworkingwithanexperiencedentrepreneurinanotherEUcountry.
Thespecificobjectivesoftheprogrammeare:On-the-job-trainingfornewentrepreneursinsmallandmedium-sizedenterprises(SMEs)elsewhereintheEUinordertofacilitateasuccessfulstartanddevelopmentoftheirbusinessideas.
Exchangesofexperienceandinformationbetweenentrepreneursonobstaclesandchallengestostartingupanddevelopingtheirbusinesses.

1BasicelementsErasmusforYoungEntrepreneursprovidespracticalandfinancialassistancefornewentrepreneurs(NE)stayingwithanexperiencedhostentrepreneur(HE)inanotherEUcountry.
Thetypicalactivitiesinrealisingsuchstaysinclude:MatchinganeligibleNEwithanappropriateHE;FacilitationofcontactsbetweentheNEandHEbyintermediaryorganisations(IOs)activeindifferentcountries;CoordinationoftheactivitiesoftheIOsbytheErasmusforYoungEntrepreneursSupportOffice(SO);Agreementofthepartiesinvolved(i.

theselectedNE,theHEandtheIOsresponsible)ontheconditionsforthestayabroad:theErasmusforYoungEntrepreneurscommitment,business/work/learningplan,tasks,responsibilities,financialconditionsandlegalimplications;Durationofthestayabroad:1–6months,withthepossibilitytodividethestayintoslotsofaminimumof1weekspreadoveramaximumof12months.

InterestedNEsandHEscanalsosearchtheprogramme'sdatabaseforappropriatepartnersandmakesuggestionstotheIOthattheyhavechosen.

CONTRACTINGANDPREPARATIONPHASEThepartiesinvolved(NE,HE,IOsresponsible)reachagreementontheErasmusforYoungEntrepreneurscommitment,business/work/learningplan,tasks,responsibilities,financialconditions,legalimplications,etc.
andsignthenecessaryagreements.
TheCommissiongivesthefinalapprovalofthematch.
NEsandHEsparticipateinpreparatoryactivitiesorganisedbytheIOsresponsible.

IMPLEMENTATIONPHASENEsandHEscompletethestayabroad–inaccordancewiththeirneeds–inoneormorephasesandreportonthem.
TheIOsresponsiblemonitorthevalueoftheactivityandevaluatetheresults.

Implementation4.
1WhatwillbesupportedHostingofanNEbyanHEwillbesupportedbytheprogramme,provideditisbasedonmutualinterest,ithasbeenfacilitatedbyeligibleIOs,therequirementsandtheeligibilitycriteriaoftheprogrammefortheentrepreneursandthematcharefulfilled,andthenecessaryagreementsbetweenallpartiesinvolvedhavebeensigned.
Anysectoroftheprivateeconomycanparticipateintheprogramme.
Entrepreneursparticipatingintheprojectmustcomefromamicro,smallormedium-sizedenterprise.
2Thestayabroadneedstobecompletedwithinanoveralltimespanoftwelvemonthsandshouldtotalbetweenonemonthandsixmonths.
Withinthistimespanthestaymaybedividedintoanumberofshortertimeslots(minimum:oneweekperslot)whichtheNEactuallyspendsonsiteattheHE'senterprise.
ActivitiesoftheNEduringthestayabroadcanforexamplebe:shadowingandcollaboratingwiththehostentrepreneur;marketresearchanddevelopingnewbusinessopportunities;projectdevelopment,innovationandR&D;takingafreshlookatexistingbusinessoperations;understandingSMEfinance;branding,salesandmarketingoftheHE'scompany;workonconcreteprojectsfromoneormoreoftheabovementionedareas.

2HostEntrepreneurs(HE)Hostentrepreneursaresuccessfulandexperiencedentrepreneurs(ideallyownersofamicroorsmallenterprise)orindividualsdirectlyinvolvedinentrepreneurshipatSMEboardlevelwithmorethan3yearsofentrepreneurialexperience(notasemployee),applyingtheEUdefinitionofmicro,smallormedium-sizedenterprise3.
HEswanttosharetheirentrepreneurialexperienceandtobenefitfromtheconcretecontributionwhichanNEfromanothercountrywillmaketotheirbusiness.
HEsmustbecommittedtoworkwiththeNEtowardsdevelopinghis/herentrepreneurialskillsandknow-how.

1IntermediaryOrganisations(IOs)IntermediaryorganisationshavebeenofficiallyappointedtoestablishcontactsbetweenNEsandHEs.
TheyareinvolvedinpromotingentrepreneurshipatEuropean,nationalorsub-nationallevel.
IOsareorganisedinEuropeanpartnerships,bringingtogetherseveralpartnersfromdifferentEUMemberStates.
EachpartnershipcooperateswithitscounterpartsallovertheEU.
TheirmaintaskistofacilitatesuccessfulrelationshipsbetweenNEsandHEsandtooffermatch-makingservices(suchaspromotion,information,induction,validationofapplications,arrangingcontacts,issuingcontracts,logisticalsupport,etc.
).
EveryrelationshipbetweenanNEandanHEneedstwoIOs-oneasthecontactIOfortheNEandtheotherasthecontactIOfortheHE-astheNEandHEmustbefromdifferentcountries.

NEswillbeeligibletoparticipateiftheyhavedemonstratedsufficiententrepreneurialskillsinthedocumentationvalidatedbytheIO.
Thisinformation,submittedviaaweb-basedregistrationform,shallinteraliacompriseaCVandgivedetailsaboutrelevantskills,experience,education,languageknowledge,currentsectorofactivityandmotivationtoworkabroadwithanHE,whichshouldbedemonstratedbyapromisingbusiness/work/learningplanlinkedtoaconcretebusinessproject.
TobeeligibleasanHE,experiencedandsuccessfulentrepreneurshavetodemonstrateastrongtrackrecordasentrepreneur(notasemployee)andprovethattheyareactuallyengaginginanactivitythatwillgivetheNEtherelevantlearningopportunities.
Moreover,anHEhastofulfilrequirementsofgoodconduct.
4Theregistrationswillbestoredinadatabase,whichwillallowacceptedHEsandNEstosearchforbusinesspartners.

6Whatarethetasksandresponsibilitiesoftheparticipants4.

1NewEntrepreneurs(NEs)ThetasksandresponsibilitiesoftheNEsareto:presentabusinessplanforhis/her(future)enterpriseanddevelopawork/learningprojectfortheirstayabroad,includingworkonreal-lifebusinesstasks;signtheErasmusforYoungEntrepreneursCommitmentgoverningtheworkingrelationshipbetweentheNE,theHEandtheIOs,andsignanagreementwiththeresponsibleIOspecifyingthetasks,responsibilities,financialconditionsandlegalimplicationsoftheprojectwithintheagreedtimetable;actasan"Ambassador"fortheprogrammeandcontributetoestablishinganetworkofnewentrepreneurs.
NEshavetofulfilthetasksandresponsibilitiesassignedtothemintheagreementtobesignedwiththeIOsresponsiblebeforethestartoftheirstayabroad.
PaymentoftheEUfundingwilldependontheNE'sdeliveringthebusiness/work/learningplanandoutputsaswellasonfinalacceptanceoftheiractivityreportsbytheIOresponsible.
NEsmustensurethattheirworkingrelationshipwiththeHEandtheIOisofhighquality.

2HostEntrepreneurs(HEs)TogetherwiththeNEandtheIOs,theHEsignstheErasmusforYoungEntrepreneursCommitmentgoverningtheworkingrelationshipbetweenthepartnersinvolved.
TheHEmustensurethatthelearningexperienceandoverallworkingrelationshipwiththeNEandtheIOsareofhighqualityandnourishtheentrepreneurialmindsetoftheNE.
4Inparticularareexcludedpersonswithprovengraveprofessionalmisconduct,judgmentwiththeforceofresjudicataforfraudorfraudulentbankruptcy,corruption,involvementinacriminalorganisationoranyotherillegalactivitydetrimentaltotheCommunities'financialinterests.

Itsmaintasksincludemarketingandpromotionofthisinitiative,guidanceandsupporttoIOs,qualitycontrol,developmentoftrainingmaterialandnetworkingofIOs.

5TheEuropeanCommissionandExecutiveAgencyforSmallandMedium-sizedEnterprises(EASME)TheCommissionbearstheoverallpoliticalandfinancialresponsibility.
EASMEmanagesthegrantagreementswiththeEuropeanpartnershipsandmakessurethatthe10necessaryfundsareavailable.
Itsotherrolesaretoraiseawarenessoftheprogramme,togiveguidance,toapproverelationshipsbetweenNEsandHEs,toensureevaluationandfollow-upandtodevelopandadapttheprojectintoacontinuousprogramme,basedonthelessonslearnedfromcompletedactivitiesduringthepilotphase.
Pleasenotethatthereisnolegalrighttoparticipateintheprogramme.
TheEuropeanCommissionandEASMEreservetherighttoexcludeapplicantsthatarenoteligibleornotinlinewiththeaimsoftheprogramme.

7WhatagreementsareneededThecontractualrelationshipbetweentheNE,theHEandtheIOsinvolvedconsistsoftwomainelements:TheErasmusforYoungEntrepreneursCommitmentbythefourpartners(theNE,theHEandthetwoIOsinvolved)settingouttheprinciples,objectives,andresponsibilities(seeAnnex).
AnagreementbetweentheNEandtheIOtowhichtheNEapplied(normallyinthecountrypermanentresidenceoftheNE),underwhichfundingcanbedisbursedtotheNE.
Thisagreementspecifiesthetasks,responsibilities,financialconditionsandlegalimplicationsoftheprojectwithintheagreedtimetable;annexedtothisagreementarethedetailedbusinessplan,thework/learningprojectfortheirstayabroad,theaimsandobjectives,activities,outputs,andtime-schedules.
TheIOtowhichtheNEhasappliedisresponsiblefordisbursingfinancialsupporttotheNEaccordingtothetermssetoutintheagreement.
TheIOtowhichtheHEsubmittedhisorheroffertohostanNEisresponsibleforfacilitatingtherelationshipatthelocationofthestayabroad.

Aweb-baseddatabaselinkedtothewebsiteallowsNEsandHEstosubmitapplicationsandofferstoparticipateintheprogramme.
IOsaregenerallyactiveatnationalorregionallevel,supportingNEsandHEsinfindingthebestmatches,facilitatingcontactsandfollowingtherelationshipsbeforethestayabroadstarts.
TheyofferlocalassistancetovisitingNEs(suchaswithaccommodation,transport,insurance,etc.
)duringtheirstaywiththeHEs.
BesidesassistingIOs,theErasmusforYoungEntrepreneursSupportOffice5publishesfrequentlyaskedquestionsfromNEsandHEsonthecentralwebsiteandsuggestssolutionsintheeventofproblemsandconflicts.
