Allpartici-pantsarerequestedtobringwiththemaprojectforchangeforwhichtheyholdamanagerialresponsibility.
Theprojectshallbesupportedbytheirhomeinstitutionandconcernarelevantprobleminthefieldoflocalenvironmentalmanagement.
Duringtheprogrammetheparticipantswillreceivecoachingfrommentorsandotherparticipantsonthemanage-mentoftheirproject.
Thepartici-pantswillalsopresenttheirprojectsatseminarsduringtheprogramme.
AnotheraspectoftheprogrammewillbetopresentSwedishexperi-encesonlocalenvironmentalman-agementalongsidetheperspectivefromdevelopingandtransitionalcountries.
Theprogrammewillin-cludesuchthemesas:ThehistoricaltrendsinSwedishenvironmentalmanagement,whatchanged,whyandhowWhatwerethepreconditionsandthere-sultsHowaretheserelevantforothercountriesThecurrentSwedishapproachatlocal,regional,andcentrallevel,inacomparativeinternationalperspectiveEnvironmentaladministration,povertyandgenderEnvironmentaladministrationandconflict/politicalandsocialinstability.
Wastemanagement,adaptationtoclimatechange,spatialplanning,EnvironmentalImpactAssess-mentsetc.
ProgrammeStructureDateandplaceTheProgrammewillconsistofthefollowingfivephases,withinspecifictimeperiods:Phase1,Preparationphase(28February–20May,2012)Initialcontactswillbeestablishedbetweentheparticipantsandthecoursementorswithregardstotheprojectforchangepresentedintheapplication.
Phase2,ScheduledtraininginTheSwedishInternationalDevelopmentCooperationAgency(Sida)offers,aspartofitsbilateraldevelopmentassistance,Ad-vancedInternationalTrainingProgrammesofstrategicimpor-tancetothesocialandeconomicdevelopmentintheparticipants'countries.
TheInternationalTrainingProgrammesarespeciallydesignedforpersonsqualifiedtoparticipateinreformprocessesofstrategicimportanceondifferentlevelsandholdsapositioninhomeorganisationwithmandatetorunprocessesofchange.
Thismethodologyisbasedontheassumptionthatyourcountrywishtocarryoutchangesandarewillingtoinvestownresourcestoachievethesechanges.
Inthelong-termperspectivethepro-grammesshallcontributetoinstitutionalstrengtheningandca-pacitydevelopmentintheparticipants'countries.
Trainingisfocusedonsupporttoindividualorteamplansforchange.
Theplanshallbewellestablishedintheparticipant'sorganisationandisabasicpartoftheprogrammeconcept.
Inthisbrochureyouwillfindinformationonthespecificobjec-tivesforthisparticularprogramme,itscontentandstructure,andhowandwhentoapply.
Youwillalsofindanapplicationform.
SIPUInternationalisfirmlyconvincedthataneffectiveandeffi-cientpublicadministration,atlocalandcentrallevel,constitutesacrucialelementfortheachievementofbothdemocraticconsoli-dationandsustainablesocioeconomicdevelopment,inharmonywiththeenvironmentApointofdepartureforanypublicadministrationneedstobetheservicesthatitisexpectedtoproduceanddeliveraswellasitsaccountabilitytowardsthepublic.
Inthefieldofenvironmentalmanagement,thepublicadministration'saccountabilitytoenforcelegislation,protectpublicinterest,andsecureasustainableandhealthyenvironmentforall,becomesparticularlyapparent.
Atthelocallevel,publicenvironmentalmanagersoftenneedtobeem-poweredtocarryoutthisjob.
Capacitybuildingandtrainingisonewaytostrengthenlocalenvironmentalmanagers.
Networkbuild-ingisanother.
Thisprogrammeintendstoofferthesetoolsofem-powermenttolocalenvironmentalmanagers.
SIPUInternational,togetherwithSWECO,hasbeenrequestedbySidatodevelop,coordinate,andimplementthetrainingpro-gramme.
TheprogrammewillbeinEnglish.
SIPUInternationalandSWECOherebyinviteyourinstitutiontonominateacandidateforparticipationintheprogramme,acandidatewhocouldcon-tributetoitssuccessfulimplementation.
Sweden(21May–8June)Thesecondphaseisamixoflectures,studyvisits,groupexercisesandelaborationoftheprojectsforchange.
Phase3,Intermediateperiod(9June–11November,2012)Willbeusedbytheparticipantstoini-tiatetheirprojectsforchangeandpreparereportsforphase4pres-entation.
Phase4,Scheduledtraininginthehomeregionoftheparticipants(12–23November,2012)Phase5,Follow-upandsupportperiod(24November2012–30May2013)Willbeusedtocontinueworkingonprojectsandencouragingtheestablishmentofafunctioningnetwork.
TeachingMethodsTheteachingmethodappliedwillbehighlyinteractiveandtherewillbeastrongemphasisonparticipativemethodsandgroupdynamicsallthroughtheprogramme.
Thepar-ticipantswillalsoreceivegroupas-signmentsaroundcasestudies,homecountryexperiences,andtransversalthemesaffectingthechangeprojects.
Inparticular,theProjectforChangeappliestheprincipleoflearningbydoing.
Eachparticipantwillbeas-signedamentorwhowillsupporthimorherindevelopingtheprojectforchange.
TheProjectforChangeBeforeapplyingtothetrainingpro-gramme,theapplicantshould,to-getherwithhisorheremployer,for-mulateaprojectforchangethatwillrunthroughoutthetrainingpro-gramme.
Theprojectforchangeshouldhaveanorientationtowardschangeanddevelopmentandcon-cernarelevantprobleminthefieldofLocalEnvironmentManagementinUrbanAreas.
Theprojectforchangemayconcernanyofthethemescoveredbythetrainingpro-gramme,butshouldconsistofade-finedproblemthatcouldbeasubjectfordiscussion.
Itshouldalsoreflectissuesthatareofconcernfortheparticipant'sorganisation.
A1–2pagedescriptionoftheindividualprojectshouldbesubmittedwiththeapplicationform.

Afterselection,theparticipantswillbesupportedinfurtherdevelopingthedetailedcontentoftheirindi-vidualprojects.
TheparticipantswillpresenttheirprojectstoeachotheratseminarsduringPhase2inSwe-den.
DuringthecourseinSwedeneachparticipantwilldiscusswaystocompletehis/herparticularprojectwithhis/herassignedmentor.
WhenthecourseinSwedeniscom-pletedeachparticipantwillcontinuetoworkwithhis/herprojectforchange.
TheoutcomeoftheprojectwillbepresentedatseminarsduringPhase4.
ManagementandstaffSIPUInternationalandSWECOInternationalhavebeenmandatedbySidatoorganiseandexecutetheprogramme.
StaffisbeingdrawnfrombothorganisationsaswellasfromSwedishauthorities,expertsfromtheprivatesector,andotherorganisationsactivelyinvolvedinur-banenvironmentalmanagement.
ParticipationTargetcountriesEligibleparticipantsmaycomefromthefollowingcountries:Bangladesh,Cambodia,China,India,Vietnam,IndonesiaandEastTimorTargetGroup:Participantsshallrepresentlocalorregionalenvironmentadministra-tionsorotherlocal/regionalauthor-ity,whereenvironmentalmanage-mentisakeyelementofthework,orcomefromcentralenvironmentalagencyandworkwithdecentralisa-tionofenvironmentalissues.
Theparticipantsshallholdanac-ademicdegreeatleastequivalenttoaBachelorofScienceinrelevantsubjectsandhaveatleast5yearsofprofessionalexperience.
Onlyparticipantsofficiallynomi-natedbytheappropriateauthoritywithintheirhomeinstitution,andinaccordancewithnationalrules,willbeconsideredforadmissiontotheprogramme.
Thenumberofparticipantsislimitedto25.
Duetothecharacterofthepro-gramme,familymembersarenotallowedtoaccompanyparticipantstotheprogramme.
LanguagerequirementsParticipantsareexpectedtowriteandmakepublicpresentationsinEnglish.
AnEnglishlanguagetestshouldbemadewithanofficialbodyinthehomecountryoftheappli-cant,unlesstheapplicantcanpro-videotherdocumentationtosupporther/hisability.
TheSwedishEmbassy/Consulatedoesnotcarryoutlanguagetestsbutmaybeabletorecommendappro-priatelanguageinstitutesforcon-ductingtests.

Onceac-cepted,theapplicantmustconfirmparticipation.
Aninvitationletterwillbesentout,containingadditionalinformationontheprogrammeandthepracticalarrangements.
Consideringthetrainingpro-grammeconsistsofinternationaltravelsandworkawayfromhomeinanewenvironment,goodhealthandfullworkingcapacityisconditioned.
Itisthereforerecommendedthatap-plicantsundergoamedicalexamina-tionbeforefillingintheMedicalStatementintheApplicationform.
CostofParticipationTheSwedishInternationalDevelop-mentCooperationAgency(Sida)willcoveryourparticipationfee(coveringalltrainingcostssuchaslectures,lit-erature,documentation,studytoursandcertainsocialactivities),andtheaccommodationcostsincludingboardandlodging.
SidawillcontributeuptoUSD500forInternationaltravelcosttoandfromSweden.
Costsbeyondthisamountmustbebornebythepar-ticipant'sorganisation.
Sidaalwayspaysinternationaltravelcostinconnectiontothefourthphaseofthetrainingpro-gramme(regionalcoursephase).
Costsfortraveltoandfromtheparticipant'snearestinternationalairportaretobebornebythepar-ticipant.
Personalexpenses,airporttaxesorcostsforvisaarebornebytheap-plicant/participant.
Participantsareresponsibleforobtainingallvisasnecessaryfortheirjourneyandstayduringthetrainingprogrammephases2and4.
ThevisatoSwedenshouldbevalidforthewholeperiodofPhase2andthepassportshouldbevalidforthreemonthslongerthantheentryvisa.
