Clapper,theDirectorofNationalIntelligence,aspartoftheWorldwideThreatAssessmentoftheUSIntelligenceCommunitystatedtheimportanceofclimatechangeasanationalsecurityissue.
(1)Competitionandscarcityinvolvingnaturalresources—food,water,minerals,andenergy—aregrowingsecuritythreats.
ManycountriesimportanttotheUnitedStatesarevulnerabletonaturalresourceshocksthatdegradeeconomicdevelopment,frustrateattemptstodemocratize,raisetheriskofregime-threateninginstability,andaggravateregionaltensions.
Extremeweatherevents(floods,droughts,heatwaves)willincreasinglydisruptfoodandenergymarkets,exacerbatingstateweakness,forcinghumanmigrations,andtriggeringriots,civildisobedience,andvandalism.
Foodsecurityhasbeenaggravatedpartlybecausetheworld'slandmassesarebeingaffectedbyweatherconditionsoutsideofhistoricalnorms,includingmorefrequentandextremefloods,droughts,wildfires,tornadoes,coastalhighwater,andheatwaves.
Risingtemperature,forexample,althoughenhancedintheArctic,isnotsolelyahigh-latitudephenomenon.
Recentscientificworkshowsthattemperatureanomaliesduringgrowingseasonsandpersistentdroughtshavehamperedagriculturalproductivityandextendedwildfireseasons.
PersistentdroughtsduringthepastdecadehavealsodiminishedflowsintheNile,Tigris-Euphrates,Niger,Amazon,andMekongriverbasins.
Insteadofanall-outApolloProgramscaleefforttoimmediatelyreducetheproductionofGreenHouseGases(GHGs)throughtheonlytwostrategiesthatwork:1)reducetheconsumptionofallenergytypes,and2)convertnon-renewableGHGproducingfuelstorenewablenon-GHGproducingfuels,theAdministrationhasproducedtheopposite.
Theirsolution,theEnergySecurityTrust,isan"all–of-the-above"programthatisprimarilyfocusedonincreasingtheproductionofnon-renewable,GHGproducingnaturalgasfortheproductionofelectricitythatwouldinpartbeusedforinefficientelectricvehiclesthatrelyonrareearthmineralsfortheirbatteries.
AsDirectorClapperstatedon12March,relianceonthesemineralsisalsoasignificantnationalsecuritythreat.
Rareearthelements(REE)areessentialtocivilianandmilitarytechnologiesandtothe21stcenturyglobaleconomy,includingdevelopmentofgreentechnologiesandadvanceddefensesystems.
ChinaholdsacommandingmonopolyoverworldREEsupplies,controllingabout95percentofminedproductionandrefining.
China'sdominanceandpoliciesonpricingandexportsareleadingothercountriestopursuemitigationstrategies,butthosestrategiesprobablywillhaveonlylimitedimpactwithinthenextfiveyearsandwillalmostcertainlynotendChineseREEdominance.
REEpricesspikedafterChinaenacteda40-percentexportquotacutinJuly2010,peakingatrecordhighsinmid-2011.
AsofDecember2012,REEpriceshadrecededbutstillremainedatleast80percent,andasmuchas600percent(dependingonthetypeofREE),abovepre-July2010levels.
Therefore,AdvancedBiofuelsUSAdoesnotsupportthislatestinitiativeoftheObamaAdministration.
Instead,weproposetheimmediatepassageofacarbontaxthatwouldbeused1)tofundamajorresearcheffortfocusedonproducing75%ofourtransportationfuelneedsfromadvancedbiofuelswithinadecadeand2)a50%reductioninUSelectricalenergyuse.
IftheAdministrationisseriousaboutreducingtheeffectsofClimateChangeandreducingNationalSecuritythreatstotheUS,anythinglessisunacceptable.
