AfterEQARhavingoperatedformorethantwoyears,thepreparationsforitsexternalevaluationconstituteditsmostimportantmilestonein2010.
IthasindeedbeenanhonourformetoserveasthePresidentoftheExecutiveBoardduringthesecrucialandexcitingtimesfortheor-ganisation.
InitiatedatthefirstJointInformalMeetingofEQARstatu-torybodiesandcommittees,theself-evaluationhasbeenanexcellentopportunitytoreflectonourworksinceEQAR'sfoundingin2008,andtoopenaproductivedialoguewithandtoreceivecomprehensivefeedbackfromourstakeholders.
Equallyimportantly,theevaluationhasenabledustoanalysetheRegister'sinitialimpactonqualityassuranceinEurope.
Wearelookingforwardtotheexternalevaluationbyanin-dependentpanelin2011,andwewillbekeentodiscussthepanel'sreflectionswithEuropeangovernmentsandstake-holderswithaviewtoenhancingEQAR'simpactandroleintheEuropeanHigherEducationArea(EHEA).
Ourmembers,beingthekeystakeholdersinhighereduca-tionandmorethanhalfoftheEuropeangovernmentsparti-cipatingintheBolognaProcess,haveengagedactivelyinthegovernanceofEQAR.
Inthefuture,inanefforttomaketheRegisteranevenmoresuccessfulandeffectivetool,itwillbevitaltodevelopamuchstrongerownershipandsupport.
Isincerelyhopethat,inthelongrun,allEuropeancountrieswillbecomeGovernmentalMembersofEQARandwillpar-ticipateactivelyinEQAR'sdevelopmentandimportantcon-tributiontoEHEA.

In2010,weapprovedapplicationsfrom5qualityassuranceagenciesforinclusionontheRegister.
AmongstthemwereagenciesbasedinFrance,FinlandandDenmark,thefirstonesfromthesecountriestobeadmittedtotheRegisteraf-terhavingevidencedtheirsubstantialcompliancewiththeEuropeanStandardsandGuidelines(ESG).
Wealsowitnessedanincreasingnumberofnationalgovern-mentsthatdecidedtouseEQARasanimportantreferenceintheirnationallegislation,orthatareplanningtorecognisequalityassuranceactivitiesconductedbyEQAR-registeredagencies.
Theyear2011featuressomeimportantmilestones,mostimportantlytheexternalevaluationofEQAR.
WewillalsobediscussingEQAR'sinputtotheE4organisation'sprojecttomaptheimplementationandapplicationoftheEuropeanStandardsandGuidelines("MAP-ESG").
SomeregisteredagencieswillalreadybesubmittingtheirapplicationsforrenewalofinclusionontheRegister.

InadditiontotheformalrequirementsenshrinedintheProceduresforApplications,theRecommendationsareacollectionofgoodpracticesthattheRegisterCommitteefoundhelpfulinma-kingjudgementsonthebasisofexternalreviewreports.
JointInformalMeetingInJune2010,EQARorganisedthefirst"JointInformalMee-ting"forallthoseservingonitsExecutiveBoard,RegisterCommitteeandAppealsCommittee.
Beingtheonlyeventgatheringmembersofallthesecommitteesforajointdis-cussion,itservedasastartingpointfortheself-evaluationprocess.
Themeetingwasorganisedinaninformalsettingtoallowdiscussionswithoutthetimepressureofregular,for-malmeetingswithstrictagendas.
ExternalEvaluationPreparingfortheexternalevaluationofEQAR,requestedbyEuropeanministersofhighereducation,wasaprioritytopicforEQARin2010.
TheevaluationhasbeencoordinatedbyaSteeringGroupworkingundertheauspicesandwiththesupportoftheCouncilforHigherEducationAccreditation(CHEA,USA).
TheSteeringGroupwillappointanEvaluationPanel,whichwillconductasitevisitandinterviewsin2011.
ASelf-EvaluationGroupwassetuptocoordinatetheself-evaluationprocess.
IthelditsfirstmeetinginBarcelonainJune2010andhassincebeenpreparingEQAR'sself-evalu-ationreport.
TheSelf-EvaluationGroupbuiltitsreflectionsmainlyontheresultsofthefirstJointInformalMeeting,andfeedbackelicitedfromgovernments,agenciesandstakeholdersthroughinterviewsandsurveys.
OutlookTheexternalEvaluationPanelisexpectedtocompleteitsevaluationreportintheautumnof2011.

Thisisfollowedbythedesiretoimprovetheirreputationnationally,tofulfiltheexpectationsofgovernmentsorsta-keholders,andtofacilitatetherecognitionofinstitutionsorprogrammesreviewedbytheagency.

SummaryReportoftheFirstRegisterCommitteeInNovember2010,theEQARRegisterCommitteepublishedaSummaryReport,givingacomprehensiveaccountofitscriteriaandproceduresandthedecision-makingduringitsCriteriaandapplicationprocessInclusiononEQARisopentoallqualityassuranceagenciesthatsubstantiallycomplywiththeEuro-peanStandardsandGuidelinesforQualityAssu-rance(ESG).

Germany:Highereducationinstitutions(HEIs)inGermanycanturntoseveralQAagenciesthatareaccreditedbyanationalregu-latorybody,theGermanAccreditationCouncil,forperiodicaccreditationoftheirstudyprogrammesoratsystemlevel.
IndividualdecisionsofotheragenciescanberatifiedbytheCouncil,forinstanceaccreditationsofajointprogrammebetweenaGermanandaforeigninstitution,ifthatagencyisregisteredonEQARorafullmemberofENQA.
Lithuania:LithuanianHEIsaresubjecttoaccreditationatinstitutionalandprogrammelevel.
WhileHEIscanoptforanexternalreviewconductedbyanyEQAR-registeredQAagency,theaccreditationdecisionremainsresponsibilityofthenationalQAagency.
Romania:AllHEIsinRomaniaaresubjectto(initial)accreditationbythenationalQAagency,ARACIS.
OncetheHEIisaccrediteditisobligedtoundergoperiodicexternalevaluations.
Fortheseevaluations,HEIscanchoosefreelyfromamongsttheregisteredagencies.
InRomaniaandDenmark,thenationalqualityassuranceagenciesarerequiredbylawtoseekregistrationonEQAR.
Inadditiontotheseexamplestwonationalgovernmentshave15madefirmproposals(totheresponsibleparliaments)forareferencetoEQARintheirnationallegislation:Austria:TheAustriangovernmenthasproposedtore-organisetheexternalqualityassurancesystemforhighereducation.
Inthenewsystem,publicuniversitiesaswellasuniversitycol-leges,afterhavingbeenaccreditedfortwelveyears,wouldbeobligedtoundergoregularinstitutionalauditsbytheAus-triannationalQAagencyoranyotheragencythatisincludedonEQAR.
Liechtenstein:Beingasmallcountry,Liechtensteinhasdecidednottoesta-blishitsownnationalagencyforonlyoneinstitution.
Instead,theministryofhighereducationwilllicense(foreign)qualityassuranceagenciestocarryout(periodic)accreditation.
Theministryhasannouncedthatitwilladoptabye-lawlicensingallEQAR-registeredagencies.

InthecontextoftheSelfEvaluationofEQARawebsitevisitorssurveywaslaunchedfrom11October2010until30Novem-ber2010.
Thetotalnumberofcompletedsurveysamountedto70.
Eventhoughtheresponseratewasmoderate,itgaveagoodindicationastowhovisitstheEQARwebsiteandforwhatreason.
MostvisitorswereQAAstaff/representatives,studentoraca-demicstaff(eachapproximately20%).
ThemainreasonsforpeoplevisitingtheEQARwebsitewereresearch,viewingtheregisteredagenciesandlearningmoreaboutEQARingene-ral(eachapproximately20%).
Whilestudentsandacademicstaffvisitedthewebsitemainlyforresearch,theQAAvisi-tors'mainreasonwastoviewtheregisteredagencies.
Mostvisitorsfoundwhattheywantedandhadaratherfavourableopinionofthewebsite.

TheE4GroupdrewupanoperationalmodelforaEuropeanregisterofqualityassuranceagenciesinhighereducationintherun-uptotheBolognaProcessfollow-upconferenceheldinMay2007inLondon.
There,theministersrespon-sibleforhighereducationinthe46BolognaProcesscoun-triesmandatedtheE4organisationstosetupaEuropeanregisterofqualityassuranceagencies.
EQAR'sstructurewasdevelopedbasedonthepremisethatthekeystakeholdersinhighereducationjointlybearthemainresponsibilitytoestablishEQARandtoensureitsoperation,asreflectedinthemandategiventotheE4Groupbyministers.
