BecauseofarecentriseinTIPHevents,theFAAconvenedaSafetyRiskManagementPaneltoanalyzeaccidentandincidentdata,andtomakerecommendationsforchange.
AmongtheoutcomesofthePanel'sworkarerevisedATCproceduresandrecommendedsafepracticesforpilots,addressedbelow.
Discussion:Keypointsincludethefollowing—1.
ATCwillnormallywithholdlandingclearancesonarunwaywhileanotheraircraftisholdingonthesamerunway.

ATCwillissuetrafficadvisoriestoaircraftholdinginpositionandtoaircraftholding,departing,orarrivingonanintersectingrunway.

Whenclearedto"taxiintopositionandhold"apilotshouldanticipateanimminenttakeoffclearance.
ApilotshouldaskATCaboutanyunexplaineddelayinreceivingthatclearance.
