Itseems to me that power must be understood as the multipl icityofforce relations thatare immanent in the socialsphere;as theprocess that, through ceaseless struggle and confrontation,transforms,strengthens,or reverses them;as the support thatthese force relations find in one another,oron the contrary, the
disjunctions and contradictions that isolate them from one another;and lastly,as the strategies in which they take effect,whosegeneral design or institutional crystal l ization is embodied in thestate apparatus, in the formulation of the law, in the various socialhegemonies.
Thus, the viewpoint that permits one to understand the exercise ofpower,even in its more"peripheral"effects,and that also makes itpossible to use its mechanisms as a structural framework foranalyzing the social order,mustnot be sought in a unique source ofsovereignty from which secondary and descendent forms of poweremanate but in the moving substrate of force relations that,byvirtue of their inequal ity,constantly engender local and unstablestates of power. If powerseems omnipresent, it is not because ithas the privi lege of consol idating everything under its invincibleunity,but because it is produced from one moment to the next,atevery point,or rather in every relation from one point to another.Power is everywhere,not because it embraces every- thing,butbecause it comes from everywhere.And if powerat times seems tobe permanent, repetitions, inert,and self-reproducing, it is simplybecause the overal l effect that emerges from al l these mobi l ities isa concatenation that rests on each of them and seeks in turn toarrest their movement.One needs to be nominal istic,no doubt:
